TheProblem
Agencies were running their Upwork pipeline across spreadsheets, inboxes and memory. The information existed; it was just never in one place at the moment a decision had to be made — proposal status lived in whoever sent it, so nobody could answer "where are we" without asking around.
Follow-ups were remembered rather than scheduled, which made the highest-value action in the pipeline the one most likely to be dropped, and reporting was assembled by hand at month end: a record of what happened rather than something that could change it.
